Kentucky has no process server license. Under KRS 454.140 every process in an action must be directed to the sheriff of the county (or the coroner, jailer, or a constable if the sheriff is a party or interested), and under KRS 454.145 the court may, for good cause, appoint a person to serve a particular process, who then has the same power as a sheriff. No license, bond, training, or certification exists. In-state process is directed to the sheriff under KRS 454.140, or to a person the court appoints for good cause for a particular process under KRS 454.145, whose return must be verified by affidavit and who is entitled to the fees allowed to sheriffs. Personal delivery by any person over 18 is authorized for defendants outside Kentucky under CR 4.04(8). Kentucky also uses a warning order attorney for absconding or nonresident defendants.
