North Carolina has no process server license. In-state service is by the sheriff of the county where service is to be made or another person duly authorized by law under N.C. Gen. Stat. § 1A-1, Rule 4(a). A private person 21 or older who is not a party and not related by blood or marriage to a party may serve only after a proper officer returns the process unexecuted under Rule 4(h1), or where the clerk appoints a suitable person because no proper officer is available, refuses, neglects, or is interested under Rule 4(h).
